History
The novel project SPC inspired from a workshop conducted at cochin named, Janakeeyam 2006 which was inaugurated by Hon. Home Minister of kerala shri.Kodiyeri Balakrishnan on 21st October 2006. The workshop was conducted for students, coordinated by Cochi Police and NSS Cell of VHSE. Over 400 students participated in this event visited several police stations and had discussions with the police men. The student participated in this workshop expressed their keen desire to have a permanent medium linking the students and the police. With the intention of fulfilling this dream the project was launched on an experimental basis in two vocational higher secondary schools in ernakulam rural district in 2008 and later in Model VHSS Ambalapuzha.
In connection with the State School Kalotsavam held at Kozhikode from January 9 to 15 the Student Police Cadets was formed in Kozhikode City in the initiation of Kozhikode City Police. Student Police Cadets is consisting 760 students including both boys and girls from 14 schools in Kozhikode City.
The Cadets have given separate training in the fields of Bomb disposal, First Aid, Fire and Safety, Parade, Traffic regulation and crowd control. For this purpose a team of Bomb Squad, Doctors and Staff, Fire Station Officers and Police personnel were deployed. During the first schedule, 100 students had given training. On completion of the first phase the strength was doubled and a team of about 200 students were trained as a batch. During the training period they have given food and refreshments and traveling facilities in police vehicles. Later the entire Student Police Cadets were formed as a single unit and after giving practice they performed route march.
They have issued uniform and cap. Their services were utilized in 16 different venues of Kalotsavam and also in the roads for traffic regulation along with police personnel. The performance of Student Police Cadets during the State School Kalotsavam is very much appreciated by public and media.

Advisory Committees
Student Police Cadet Project is an activity which has to be run with great efficiency and watchful spirit. Constant attention and monitoring must be made for its success. It is so,a set of working committees and advisory boards are to be formed.
School Level Advisory Committee
In the school level advisory committee, Principal as chairman and Circle inspector/Sub inspector of the region, P.T.A president, staff secretary, representatives from departments like education, forest, excise, motor vehicle and local governing institution should be the members.
District Level Advisory Committee
The Chairman of the district advisory committee will be the SP /Commissioner. The district collector shall chair as the patron where as the Deputy Directors under DPI, HSE and VHSE. District level officers from excise department, motor vehicle department & representatives of district panchayath/corporation shall be members.
State Level Advisory Committee
State level advisory committee consisting of the Director General of Police as chairman, Education secretary as convener .The members also includes DPI, Directors of HSE and VHSE,Head of the institutions from forest, excise, motor vehicles department, local self government, NSS state liaison office.There shall be Nodal officers in the state and district level for the implementation of the scheme. In the district, an officer not below the rank of D.Y.S.P and in the state level an officer not below the rank of S.P shall be appointed.
Finance
Financial sources have to be sought for distributing uniforms for cadets and officers concerned. The expenses for organising camps, trips and study classes have also to be met. Likewise, special allowance to the community police officer has also be raised from the project funds of ‘Road Safety’ and proposed ‘Rashtreeya madhyama siksha Abhayan’.
Qualifications for the enrollment as SPCs
- Must have secured a minimum of 50% marks or C+ grade in the previous annual examination.
- Must possess required physical and medical fitness.
- Must produce the conduct certificate from the Headmaster or Principal and consent letter from parent or guardian.
Training
Training programs should be organised to realize the objectives of this project and to equip the cadets with capability to execute these responsibilities.
Training programs may be broadly grouped into three.
1. Physical training (Outdoor classes)
For disciplining mind and body and performing the activities to be undertaken in a bold and efficient manner, physical training is to be given to the cadets. Time duration of one and a half hour shall be spared in a week (from 7’O clock to 8.30) for this. 45 minutes for PT and 45 minutes for Parade. Opportunity for games shall be provided according to convenience.
Once in a month (preferably on second Saturday/Holiday), Route march/ Cross Country should be organised *Refer appendix 1 for details
2. Study classes (indoor classes)
Study classes on police related topics, legal matters, constitutional principles, community policing, National movements and development related subject have to be conducted with the aim of grooming the cadets to become active and confident citizens. Apart from the vacation classes at least 40 hours should be spent for study classes. Three hours should be ear marked for study classes after performing Route march/ Cross country in a month. Cadet centered study classes must be arranged preferably in shadow of trees engaging experts.
3. Practical Training
Cadets should visit the institution that create, implement and execute law and also the places of historical, cultural, technological and national importance. Further it is required that the cadet must submit his/her observation and findings in black and white.
- To arrange classes to fellow students on the matter of avoidance of law-insults.
- To involve in voluntary medical services.
- To take part as volunteers in school Kalolsavam and in other educational festivals and take the responsibility in maintaining law and order with the Police.
For these, C.P.O with the help of Liaison Officer has to implement in accordance with the time schedule of the school.
Camps
Mini camps
Junior cadets and senior cadets should take part in three day camp conducted during Onam, Christmas holidays. Camps should be organised in their own schools. Camp can be arranged as residential or Non-residential as per the facility available in school.
Annual Summer camp
Junior SPCs should take part in 7 days residential camps organised at the end of academic year. Camp should be arranged some where in the following institutions like District armed camp, Battalion head quarters, police Training college (Thiruvananthapuram), Police academy( Thrissur).
